Mr. Michael Finneran TD, Minister of State, Department of the Environment, Heritage & Local Government launched the Gateway Development Index Report at the Annual Conference of the Border, Midland and Western Regional Assembly in Roscommon on 2nd April 2009.

The Gateway Development Index reports on the development of the nine National Spatial Strategy (NSS) Gateways measuring the extent to which these gateways are progressing as drivers of regional economic development. The Report establishes a baseline analysis of the performance of the Gateways across a wide range of indicators which include population, enterprise, environment, economic, employment and social factors. A public awareness survey was also conducted to capture residents’ views of the quality of life and the impact of Gateway designation in each Gateway. The first findings of the index study broadly correlate with expectations as to how each Gateway and its commuting catchment is performing across the range of selected indicators. It is planned to repeat the Gateway Development Index exercise in 2010 and 2013, including widening the data on which it is based, as part of a more focused NSS monitoring and implementation generally.

The project was managed by a Steering Committee comprised of representatives from the Border, Midland and Western (BMW) and Southern and Eastern (S&E) Regional Assemblies, and the Spatial Policy Unit of the Department of Environment, Heritage and Local Government.

SUSTAINABLE RURAL HOUSING GUIDELINES FOR PLANNING AUTHORITIES

Mr Dick Roche T.D., Minister for the Environment, Heritage and Local Government, has published the finalised Guidelines for Planning Authorities on Sustainable Rural Housing (April 2005). The final statutory guidelines follow through on the draft guidelines for Planning Authorities on Sustainable Rural Housing published in March 2004 to give all those interested an opportunity to comment before the guidelines were finalised in statutory form. The Department received over 100 submissions in relation to the draft guidelines from interested organizations and individuals. Many suggestions for clarifying or improving the guidelines have been incorporated in the guidelines in the final statutory form in which they are now published. The guidelines contain a wide range of measures on the issue of rural or “one-off” housing. The guidelines consolidate the approach taken in relation to rural housing in the National Spatial Strategy.

ROCHE LIFTS PLANNING CAP IN GATEWAY TOWNS AND CITIES

Mr Dick Roche, T.D., Minister for the Environment, Heritage and Local Government, announced that he has decided to amend the Retail Planning Guidelines to provide that the floorspace cap on retail warehouses will no longer apply within the functional areas of the four Dublin local authorities and in the other National Spatial Strategy Gateways.
